TEMPORARY RESIDENCE REGULATION

Students without residence in the city of Osijek are obliged to regulate their temporary residence during their studies in Osijek in the Osijek-Baranja Police Department. Upon applying for a temporary residence, students shall obtain a certificate with a registration number. Students need to contact the Police Department at the address:

HEALTH INSURANCE

HEALTH INSURANCE FOR CROATIAN STUDENTS

According to the Act on Mandatory Health Insurance, the status of insured persons is granted to:

  • secondary school students and full-time university students who are citizens of the Republic of Croatia with a place of residence in the Republic of Croatia, as well as foreigners with approved permanent residence in the Republic of Croatia if not having health insurance as dependent family members of the insured person, provided that they use this right to insurance until the end of the school year in the calendar year in which they completed their regular education;
  • pupils and students with full-time student status in the Republic of Croatia during practical training, professional practice or professional visits.

The student loses the status of insured person as a dependent family member in the following cases:

  • if losing the status of a full-time student;
  • with the status of a full-time student, but turning 26 years of age.

In the case of losing a full-time student student, a student has the right to health insurance regulated on another basis, so he/she has to apply to the Croatian Health Insurance Fund (abbreviation in Croatian: HZZO). The application deadline is 30 days from the day of losing the full-time student status or from the day of turning 26 years of age. Failure to comply with the specified deadline results in the loss of right to mandatory health insurance and the obligation to cover the costs of mandatory health insurance fees by themselves.

After graduating, full-time students also need to meet the deadline of 30 days from the day of graduation to apply to HZZO and to register as unemployed persons in order to be granted a right to mandatory health insurance.


HEALTH INSURANCE FOR FOREIGN STUDENTS

All foreign students are obliged to have health insurance during their stay in the Republic of Croatia.

Health insurance is mandatory for obtaining a temporary residence permit. Before departure to Croatia, foreign students are advised to check with their home-country health insurance provider whether there is a state agreement on health insurance between the Republic of Croatia and their home country. If there is such agreement, home-country health insurance provider shall issue to the student a document based on which he/she will obtain the right to health care in the Republic of Croatia. If there is no state agreement on health insurance, a foreign student has to have a travel and health insurance policy which he/she contracts in the home country. Such policy has to be valid during the entire stay in Croatia. Students can also contract insurance policy in Croatia with local insurance providers.

If a foreign student is insured by the Croatian Health Insurance Fund, the following procedure applies:

  • when registering for a temporary residence permit at the Osijek-Baranja Police Department, a student will be issued a certificate with a registration number;
  • this certificate shall be submitted to the Croatian Health Insurance Fund (HZZO), where the student will be entered in a temporary records and a corresponding certificate will be issued for further procedure of approving a temporary residence permit;
  • along with the HZZO certificate, the student attaches a copy of the first passport page and a copy of the passport page holding a valid visa. On the basis of the above-mentioned documents, the HZZO issues a confirmation letter stating that a student is entitled for health care provision in Croatia. Within one month, the student receives a health insurance card. The monthly price of health insurance is 325.00 HRK (approx. 40.00 EUR). Payment slips are sent to the student at the address where he/she has registered temporary residence.

EUROPEAN UNION CITIZENS

EU citizens are entitled to have a European Health Insurance Card – EHIC, issued by an authorised health insurance provider in their home country. EHIC holders are eligible to receive urgent and immediate health care which cannot be postponed until the return to the home EU country. Immediate health care is provided in cases of  necessary treatment of chronic or occuring diseases, pregnancy and childbirth, if the purpose of the temporary stay is not childbirth. Immediate health care available to EHIC holders include also dialysis, oxygen therapy, asthma treatments, yet in order to receive such care, there has to be a prior agreement made with a health care institution supposed to provide such treatment in the Republic of Croatia.

REGULAR HEALTHCARE

Students with regulated mandatory health insurance issued by HZZO are entitled to receive health care at any healthcare center. They are also recommended to contact the student clinic.

LOCAL TRANSPORT

Full-time students are entitled to have subsidized local transport ticket, also known as BUTRA card (Osijek’s bus and tram card). The BUTRA card is issued by the City of Osijek Local Transport Company (GPP).

The BUTRA card is requested with the following documents:

  • application form (personal photo is mandatory on the application) certified by the Department or
  • confirmation about the student status and a personal photo.

The right to a co-financed BUTRA card have full-time students at the University of Osijek with permanent residence or regulated temporary stay in Osijek or in surrounding municipalities in settlements Livana, Čepin, Bijelo Brdo, Antunovac and Ivanovac.

Monthly ticket (BUTRA card) can be obtained / prepaid at the GPP shops from 25th day of the previous month until the 5th day of the current month.

The price of card activation is 20.00 HRK (the price includes taking photos of passengers for the BUTRA card).
